Oklahoma DOT Continues the Development of Locally Coordinated PublicTransit/Human Service Transportation Plan

ODOT receives an annual allocation of Job Access Reverse Commute (JARC) and NewFreedom funds from the Federal Transit Administration. The JARC grant programfunds transportation services to transport welfare recipients and eligiblelow-income individuals to and from jobs and activities related to theiremployment. For fiscal year 2010, ODOT has apportionments of $428,138 for smallurban projects and $994,489 for rural projects. The New Freedom grant programprovides improved public transportation services, and alternatives to publictransportation, for people with disabilities, beyond those required by theAmericans with Disabilities Act of 1990 (ADA). For fiscal year 2010, ODOT hasapportionments of $150,711 for small urban projects and $497,147 for ruralprojects.
JARC and New Freedom grants are competitive. Applicants may include state orlocal government authorities; private non-profit organizations; and operatorsof public transportation services including private operators of publictransportation services.
JARC and New Freedom program funds are intended to fund innovative and flexibleprograms that address the transportation needs of individuals withdisabilities, older adults, and individuals with limited incomes. Funds may beused for planning, capital or operating costs of providing access to jobs, orfor services and facilities that improve mobility for persons with disabilitiesbut not limited to persons who are ADA-certified.
The Safe Accountable Flexible Efficient transportation Equity Act: A Legacy forUsers (SAFETEA-LU) requires that beginning in FY 2007, projects selected forfunding under the JARC and New Freedom programs must be derived from theOklahoma Locally Coordinated Public Transit/Human Service Transportation Plan.The Plan outlines transportation gaps and issues as well as potentialstrategies. Applications for JARC and New Freedom funds will be scored based onhow the project directly addresses the issues identified in the Plan.
ODOT is holding a call for projects for funds noted above. The deadline forapplications is April 1, 2010. Applications will be made available during mandatorytraining sessions scheduled for the week of January 25, 2010 at the locationslisted in the table on the next page. Applications will not be acceptedfrom project proponents who did not attend a training workshop.
